The Citizens’ Forum of Zenica organized a street action as part of the “New Vehicles – Clear Rules” campaign, once again drawing the attention of the public and relevant authorities to the need to regulate the use of light personal electric vehicles (LLEVs), primarily electric scooters.

The action was held as part of the activities marking 15 September – Democracy and Civic Activism Day, serving as a reminder that citizens have both the right and the responsibility to participate in developing solutions that directly affect the quality and safety of life in their community.

During the action, we spoke with citizens, distributed informational leaflets, and highlighted the problems arising from the lack of clear rules governing the use of new forms of personal electric mobility.

As part of this campaign, the Citizens’ Forum of Zenica gathered support from citizens and submitted a citizens’ initiative to the Zenica City Council, with the aim of adopting a decision that would clearly regulate the use of light personal electric vehicles (LLEVs), primarily electric scooters. The initiative seeks to contribute to establishing clear and enforceable rules defining how and under what conditions these vehicles may be used.

We now expect a concrete institutional step. We call on the Zenica City Council to discuss this issue at the first upcoming Council session and to initiate the process of adopting clear and enforceable rules.

Our initiative is not directed against electric scooters, nor does it advocate bans. New vehicles have become part of everyday life and modern urban mobility, but their use must be accompanied by clear rules, responsibility, and safety for everyone – above all for pedestrians, LLEV users, and other road users.

We are not calling for bans. We are calling for safety and clear rules.
