
At the 28th regular session of the House of Representatives of the Parliament of the Federation of Bosnia and Herzegovina, amendments were adopted ensuring the reinstatement of the Youth Transfer budget line in the 2026 Budget of the Federation of Bosnia and Herzegovina, while simultaneously securing a record allocation of BAM 1,000,000. This decision guarantees the continuity of the only federal budget line that is purposefully, clearly, and exclusively dedicated to supporting youth.
By accepting the amendments to the Draft Budget and the Law on the Execution of the FBiH Budget, the Government of the Federation of Bosnia and Herzegovina demonstrated its readiness, through dialogue and cooperation with other institutions, to ensure the continuity and strengthening of systemic support for youth. The amendments were submitted by the Commission for Youth Issues and the Committee on Economic and Financial Policy of the House of Representatives of the Parliament of the Federation of BiH, confirming the importance of coordinated and responsible institutional action in shaping sustainable youth policies.
Throughout the entire process, the Commission for Youth Issues consistently emphasized the need for the Youth Transfer to remain a separate, clearly defined, and transparent budget line, recognizing its importance for the stability and predictability of youth policies. A significant contribution was also made by the Committee on Economic and Financial Policy, which, as a co-proponent of the amendments, further strengthened the institutional framework for the adoption of this decision. Appreciation is also extended to the Government of the Federation of BiH and the Federal Ministry of Culture and Sports for their clearly expressed commitment and constructive engagement, which made it possible to reach a solution that contributes to the stability and development of youth policies in the Federation of Bosnia and Herzegovina.
It is important to highlight that this solution is fully aligned with the conclusions of the Thematic Sessions on Youth Issues held in 2022 and 2025, which clearly pointed to the need for youth support to be institutionally recognized, clearly defined within the budget, and sustainable in the long term. The reinstatement of the Youth Transfer in the FBiH Budget, together with its significant increase, represents a concrete response to these conclusions and confirms the continuity of efforts to improve youth policies.
This decision confirms that the voice of young people carries real weight when it is clearly articulated, persistent, and present in the public space, and that change occurs when all stakeholders assume their share of responsibility—from young people who clearly express their needs, to the media that provide visibility, and to representatives and institutions that translate these demands into concrete decisions and sustainable budgetary solutions.
Finally, this decision opens new opportunities and sends a clear call to young people, youth organizations, and organizations working with youth to, through cooperation and responsible action, make full use of the available funds and transform them into high-quality programs and initiatives that will sustainably empower young people and contribute to the development of communities across the Federation of Bosnia and Herzegovina.
