For a long time, parents in Trebinje have been facing difficulties when using the services of the Children's Dispensary. The reason is simple – there is no parking in front of the Dispensary. The facility is located in the city center, and there is no suitable parking nearby. This significantly complicates access to the healthcare institution for parents. According to preliminary estimates, there are currently about 1,800 children in Trebinje of preschool age. In order to even reach the Children's Dispensary, parents must walk with their children in all weather conditions or carry them in their arms, which is especially challenging if it’s raining or the wind is strong, raising concerns that the children could get even more sick. The alternative is to park their car on an unmarked area across from the Dispensary, but in such cases, parents often return from the doctor’s office to find a fine for "improper" parking under their windshield wipers.

In an effort to overcome these difficulties, and after receiving numerous complaints from parents, two associations – the Citizens' Association "Stop Mobbing" and the Citizens' Association "Oaza" – decided, in collaboration with representatives of the City Administration, to launch a campaign to build a free parking space across from the Children's Dispensary. In order to inform as many citizens of Trebinje as possible about their initiative and the problem they wish to solve, parents conducted a survey as part of the campaign. They then presented the results of the survey to the City authorities, the Children's Dispensary, and their partner associations. During the campaign, over 500 citizens of Trebinje, mostly parents of preschool-aged children, expressed their support for solving this issue.

In recent months, several meetings have been held between the members of the associations that initiated the construction of the parking lot across from the Children's Dispensary and representatives of the City Administration. Early on, representatives from the Department for Communal and Inspection Affairs expressed their support for the planned activities and announced that property and legal matters needed to be resolved. These issues have since been addressed, and the dilapidated structures on the future parking lot site were quickly removed, preparing the land for further work. At the last meeting between the citizens' associations, the City Administration, and the Children's Dispensary, it was agreed that the paving and marking of the parking lot would be completed by the end of March or early April, depending on weather conditions. Given that Trebinje is a city in the southern part of the country with very favorable climatic conditions, there is a high likelihood that this will be achieved. It was also agreed that at least seven free parking spaces would be provided for parents of preschool-aged children, with one of those spaces specifically designated for parents with disabilities, marked clearly for use when bringing their children to the Children's Dispensary. The paving and marking of parking spaces are expected to take a maximum of 15 days once work begins. One detail still under discussion is the parking control model to prevent misuse, but this will be resolved by the time the parking lot is completed.

One of the goals set by the City Administration of Trebinje for 2025 is the construction of a free parking space across from the Children's Dispensary. This is confirmed by the fact that financial resources have been allocated in the budget for this purpose. Given that progress on the ground is already visible, it is believed that this project will soon come to fruition, bringing benefits to children, their parents, and all the residents of Trebinje, improving and enhancing their lives within the local community.
