Bijeljina: Right to Personal Assistance Services Included as a Proposal in the Decision on Expanded Rights and Services in the Field of Social Welfare

Yesterday, a public discussion on the proposal of the Decision on Expanded Rights and Services in the field of social protection took place in the premises of the city administration of Bijeljina. Representatives of the City Administration, the Public Institution Center for Social Work, and associations of persons with disabilities attended the public discussion.

As a result of the meeting, an amendment to the proposal of the Decision with three additional rights was harmonized:

  • Right to assistance for a parent-caretaker after the age of 30 of the user
  • Right to a supported community housing service
  • Right to personal assistance services, enabling personalized support to individuals based on their needs, significantly influencing freedom of choice and independence, thereby encouraging active inclusion in society

The association "Impuls" has been actively addressing the issue of the absence of personal assistance for persons with disabilities in this city, and they are finally beginning to see the results of their advocacy. We remind you that after receiving the support of the citizens in the form of a signed petition and verbal support from the mayor, the "Impuls" association submitted an initiative for the right to personal assistance to the protocol of the City of Bijeljina on November 28, 2023. Their ultimate goal is the adoption of a Decision by the City Assembly of Bijeljina on the expanded right - the right to personal assistance for persons with disabilities from the territory of the City of Bijeljina. The inclusion of the right to personal assistance services in the amendments to the proposal of the Decision represents a crucial point in the process of improving the position of persons with disabilities in the city of Bijeljina.

The proposed amendment, which will be submitted for adoption to the City Assembly through further activities, represents the first step towards creating an inclusive society that provides support to all citizens, especially those facing specific challenges.
